Sakthivel Selvaraj is Director Health Economics Financing and Policy at the Public Health Foundation of India (PHFI) New Delhi. He is currently engaged in research teaching and advocacy in the area of health systems and specifically healthcare financing and access to medicines. He was a Takemi Fellow (Post-Doctoral) at the Harvard School of Public Health Boston and a Fulbright Scholar in 2006-07. Hehas a PhD in Health Economics (1996-2001) from Jawaharlal Nehru University New Delhi.

Samana Shreedhar graduated with a Bachelors degree in Business and Environmental Science from James Cook University (Singapore) in 2019. She is currently a research fellow at Swasti a public health non-profit organisation headquartered in Bengaluru India.

Sambit Mishra is an Indian Administrative Services (IAS) officer currently posted as the Chief Executive Officer of the Zila Panchayat Korba Chhattisgarh. He has an academic background in Engineering, having graduated with a Bachelor of Technology (B Tech) in Biological Sciences and Bio-engineering from the Indian Institute of Technology, Kanpur. He also earned an MA in Public Management from Jawaharlal Nehru University Delhi."

Sambuddha Mitra Mustafi is a journalist and filmmaker currently writing a book on Bitcoin's political theory titled The Consensus of Civilizations. Earlier he was South Asia Producer with the BBC where he extensively covered the Afghanistan war and other important stories in the region. He has written for the BBC The New York Times Columbia Journalism Review Caravan magazine The Hindu Business Line and The Economic Times. Sambuddha did his MA in Politics from Columbia Universitys Journalism School in New York where he was a Fulbright scholar.

Sameer Kumar Research Associate CEPT Research and Development Foundation (CRDF)

Dr Sameer Patil is Senior Fellow, Centre for Security, Strategy and Technology and Deputy Director, ORF Mumbai. His work focuses on the intersection of technology and national security, including cybersecurity. Dr Patil also serves as India Commissioner for the Global Tech Security Commission, set up by the Krach Institute for Tech Diplomacy at Purdue and the Atlantic Council. He has previously worked at the National Security Council Secretariat, Government of India and Gateway House: Indian Council on Global Relations. He is also the dissertation advisor at the Indian Naval War College.

Dr Patil is the author of Securing India in the Cyber Era (Routledge, 2022) and has co-edited Moving Forward EU-India Relations: The Significance of the Security Dialogues (Edizioni Nuova Cultura, 2017). He has PhD and MPhil in international politics from Jawaharlal Nehru University, New Delhi. He has participated in several Track 1 and Track 1.5 dialogues. He is the recipient of the Australian Government’s prestigious Canberra Fellowship.

Samir Ahmad is a Fulbright Scholar. He is a visiting lecturer at Skidmore College New York. His research area is South Asia Multi-Track Diplomacy Kashmir Politics Terrorism and Security. Samir has published in academic journals and policy and mainstream media such as the Washington Post and the Institute of South Asian Studies.

Samir Bhattacharya is an Associate Fellow at ORF where he works on geopolitics with particular reference to Africa in the changing global order.

He has a Master's degree in Economics from the University of Auvergne, France and he is currently pursuing his doctoral study at Jawaharlal Nehru University. He is particularly interested in China-Africa Relations, History and evolution of democracy in Africa, and various Conflicts and Conflict Management in Africa.

Samir Saran is the President of the Observer Research Foundation (ORF), India’s premier think tank, headquartered in New Delhi with affiliates in North America and the Middle East. His research focuses on issues of global governance, climate and energy policy, technology policy, and India’s foreign policy.

Samir completed his doctoral studies at the Global Sustainability Institute, UK. He holds a Masters degree in Media Studies from the London School of Economics and Political Science, UK, and a Bachelors in Electrical and Electronics Engineering from Manipal Institute of Technology, India.

As ORF’s President and member of the Foundation’s Board, he provides strategic direction and leadership to the foundation’s multiple centres on fundraising, research projects, platform design and outreach initiatives including stakeholder engagement.

He curates the Raisina Dialogue, India’s annual flagship platform on geopolitics and geo-economics, and is the founder of CyFy, India’s annual conference on cybersecurity and internet governance. He spearheads the foundation’s efforts to foster new international partnerships and incubate young leaders networks and youth led conversations globally.

Samir is a member of the Global Risks Advisory Board and Chair of the Global Future Council on Geopolitics of the World Economic Forum. He has served as a Commissioner of The Global Commission on the Stability of Cyberspace. He is a member of the Board of Directors at ORF America. He is also a part of Board of Governors of East West Centre.

Samir has authored four books, edited important journals and publications and written several academic papers and book chapters. He is featured regularly in Indian and international print and broadcast media. His latest publications include The New World Disorder and The Indian Imperative with Shashi Tharoor and Pax Sinica: Implications for the Indian Dawn with Akhil Deo.

Col Samir Srivastava is a serving Indian Army officer who over two decades has served in Mechanised Infantry Counter Insurgency and UN Peacekeeping environments. His interest lies in looking for newer dimensions in matters military.

Samira Sawlani is a journalist writer and analyst with a focus on East Africa.A holder of an MA in International Studies and Diplomacy from the School of Oriental and African Studies (SOAS) she has previously worked in the humanitarian aid sector.Her work has been published in a range of publications including Al Jazeera The Guardian Mail and Guardian and African Arguments.

Samuel Doveri Vesterbye is Managing Director of the European Neighbourhood Council (ENC) an EU funded independent think-tank based in Brussels with staff in Belgium Turkey and Central Asia. Doveri Vesterbye is an expert on EU-Turkey relations EU-Central-Asia relations and EU neighbourhood and foreign policy including supply-chain geo-economics due diligence trade energy security information theory and media consumption. He has written numerous policy-briefs data-driven analysis and book chapters including Palgrave Macmillan's Managing Security Threats along the EU's Eastern Flank. Doveri Vesterbye regularly advises the European Parliament European External Action Service and EU Member States on foreign policy data collection and new methodologies.

Sanchayan Banerjee is a second-year doctoral candidate in Environmental Economics at the London School of Economics and Political Science. He is a Graduate Teaching Assistant at the school and a Research Assistant at LSEs Middle East Centre. Sanchayan is affiliated as a research student to LSEs Grantham Research Institute on Climate Change and the Environment and his research lies at the intersection of behavioural experimental and environmental economics in developing and testing a new theory of behaviour change- Nudge Plus.

Mr. Chakravorty has a professional career spanning more than three decades. In his diplomatic journey he has been India’s Ambassador to Peru and Bolivia; Consul General in New York; and Deputy High Commissioner in Bangladesh. He has also served in India’s missions in Spain and Colombia.

Prior to his appointment as Ambassador to Jakarta in August 2023, he was for three years, Joint Secretary in India’s Ministry of External Affairs responsible for India’s relations with Europe West and the EU.

Before joining India's diplomatic service in 1996, he worked, for more than five years, on environmental and sustainability projects with non-profit organisations in India. He has an abiding interest in conservation and sustainability issues involving forests, mangroves and wildlife.

Sania Muneer is a postdoctoral fellow at SOAS University of London. Her major works are on government and politics, minority rights, implementing blasphemy law, and pro-women legislation. She worked as an Assistant Professor at the School of Integrated Social Sciences, University of Lahore. She holds her Ph.D. degree in social sciences and a split degree from Royal Holloway University of London.

Sanjana is a partner at CPC Analytics. As part of CPC she has consulted for public sector and non-governmental organizations such as GIZ Swiss Agency for Development and Cooperation and Save the Children among others. She has also worked with city governments on open data and is a member of the DataMeet Open data community in Pune. Sanjana has a Masters in Urban Policy and Governance from Tata Institute for Social Sciences Mumbai an undergraduate degree in physics from St. Xaviers College Mumbai and a diploma in Cyber Law from Government Law College Mumbai. Prior to working with CPC she has worked with the Tata Institute of Fundamental Research and Homi Bhabha Centre for Scientific Education.

Dr. Sanjay Bhattacharya was trained in Microbiology from JIPMER Hospital in Puducherry in 2000. He also received training in Clinical Microbiology and Clinical Virology from various NHS teaching hospitals in the UK between 2002 and 2009. He has been working as a Consultant in Microbiology at Tata Medical Center in Kolkata since 2010. His areas of interests include Antimicrobial Stewardship Hospital Infection Control and Molecular Diagnostics of Infectious Diseases. He is the author of more than 100 papers in national and international journals along with several book chapters. He is visiting faculty in Molecular Medical Microbiology at IIT- Kharagpur. Dr. Bhattacharya has been involved in managing/ leading several research projects at the institutional level which have been funded by the Department of Biotechnology Indian Council of Medical Research and CDC. He has been part of the WHO working group on the Priority Pathogen List of Antibiotic Resistant Bacteria for the Discovery Research and Development of new antibiotics Environmental Cleaning and Disinfection for the Control of Carbapenem Resistant Organisms in-vitro-Diagnostics for AMR.

Sanjay Kapoor is the Editor of Delhi-based Hardnews Magazine the South Asian partner of Le Monde Diplomatique. He has authored a book on corruption and is a regular commentator on Indian and foreign TV channels.

He subsequently worked as a consultant for a Big-4 company within the regulatory compliance team. He has a combined major in Political Science and Philosophy from the University of British Columbia (UBC).

Sankalp Gurjar is an Assistant Professor at the Department ofGeopolitics and International Relations Manipal Academy of Higher Education Udupi India.
