Dr Rajeev Jayadevan MD DNB MRCP (UK) ABIM (Medicine New York) is a former president of the Cochin Chapter of the Indian Medical Association. He is a member of the National Task Force IMA for Coronavirus Epidemic. He is a well known panellist and scientific advisor/public educator on multiple healthcare topics.

Rajeev Sadanandan is former Indian bureaucrat from the Kerala cadre of the Indian Administrative Service and a healthcare policymaker. He has been working and researching in the area of health systems policy and financing for over two decades. Prof. Rajendra Pratap Gupta has served as a member of the Guidelines Development Group ( Digital Health) of the WHO: Steering Committee Member at the Global Digital Health Index: Member of the Global Agenda Council at the World Economic Forum ( Digital Health) and as an Advisor to the Union Health Minister Government of India.

Rajesh Basrur is Professor of International Relations at the S. Rajaratnam School of International Studies (RSIS) Nanyang Technological University Singapore. He has taught in the University of Mumbai and held visiting appointments at among others the University of Oxford the University of Birmingham and Stanford University. He has authored five books including (with Kate Sullivan De Estrada)Rising India: Status and Power(Routledge 2017)

Dr. Rajesh Rajagopalan is Professor of International Politics at Jawaharlal Nehru University New Delhi. His publications include three books: Nuclear South Asia: Keywords and Concepts [co-authored with Atul Mishra]: Fighting like a Guerrilla: The Indian Army and Counterinsurgency: and Second Strike: Arguments about Nuclear War in South Asia.Dr. Rajagopalans articles have appeared in a number of academic and policy journals that include The Washington Quarterly Contemporary Security Policy India Review Contemporary South Asia Small Wars and Insurgencies South Asia South Asian Survey and Strategic Analysis as well as in Indian newspapers as Economic Times The Hindu The Indian Express Financial Express and Hindustan Times.

Dr Rajeswari (Raji) Pillai Rajagopalan is the Director of the Centre for Security, Strategy and Technology (CSST) at the Observer Research Foundation, New Delhi.  Dr Rajagopalan was the Technical Advisor to the United Nations Group of Governmental Experts (GGE) on Prevention of Arms Race in Outer Space (PAROS) (July 2018-July 2019).  She was also a Non-Resident Indo-Pacific Fellow at the Perth USAsia Centre from April-December 2020.  As a senior Asia defence writer for The Diplomat, she writes a weekly column on Asian strategic issues.

Dr Rajagopalan joined ORF after a five-year stint at the National Security Council Secretariat (2003-2007), Government of India, where she was an Assistant Director.  Prior to joining the NSCS, she was Research Officer at the Institute of Defence Studies and Analyses, New Delhi.  She was also a Visiting Professor at the Graduate Institute of International Politics, National Chung Hsing University, Taiwan in 2012.

Dr Rajagopalan has authored or edited nine books including Global Nuclear Security: Moving Beyond the NSS (2018), Space Policy 2.0 (2017), Nuclear Security in India (2015), Clashing Titans: Military Strategy and Insecurity among Asian Great Powers (2012), The Dragon's Fire: Chinese Military Strategy and Its Implications for Asia (2009).  She has published research essays in edited volumes, and in peer reviewed journals such as India Review, Strategic Studies Quarterly, Air and Space Power Journal, International Journal of Nuclear Law and Strategic Analysis.  She has also contributed essays to newspapers such as The Washington Post, The Wall Street Journal, Times of India, and The Economic Times.  She has been invited to speak at international fora including the United Nations Disarmament Forum (New York), the UN Committee on the Peaceful Uses of Outer Space (COPUOS) (Vienna), Conference on Disarmament (Geneva), ASEAN Regional Forum (ARF) and the European Union.

Dr Rajiv Pathni an IAF Veteran is an alumnus of AFMC AIIMS and IIFT. A recipient of WHO Fellowship (Liverpool School of Tropical Medicine) his interests include healthcare strategy and digital health. With over 30 years of healthcare leadership experience he now focuses on mentoring research and consultancy. Dr Pathni has also trained as a pilot.

Rajiv Sinha is a Distinguished Fellow at ORF. He has 35 years of experience in the government and retired as Special Secretary, Cabinet Secretariat, Govt. of India.  He has also worked in Indian Missions abroad for over a decade which provided extensive first hand opportunity to deal with international relations. He has specialized in the field of foreign affairs, geo-strategic and security issues, with a focus on the neighbourhood including Pakistan, Afghanistan and Iran, as well as Russia and the CIS.

Rajoli Siddharth Jayaprakash is a Research Assistant with the ORF Strategic Studies programme, focusing on Russia's domestic politics and economy, Russia's grand strategy, and India-Russia relations. 

Rajoli Siddharth is a Doctoral Candidate at the Centre for Russian and Central Asian Studies, Jawaharlal Nehru University, focusing on sanctions research. He was also a visiting fellow at the Moscow State Institute of International Relations in 2023. In addition, Siddarth has worked as a Research Associate on an Indian Council of Social Science Research project on India’s conventional and non-conventional energy engagements abroad. 

Rakesh Kumar is a Associate Fellow at ORF. He has done PGDCA (Post Graduation Diploma in Computer Application) from CMC, Delhi Centre and CIC(certificate in Computing) from IGNOU, Delhi Centre. He is a Graduate in Statistics from Jodhpur University, Rajasthan. He has worked Under Late Dr. Sanghamitra Das and Dr. Abhiroop Mukhopadhyay as a research assistant in Policy and Planning Research Unit of Indian Statistical Institute. He has good command over statistical packages such as Stata, SAS and Gauss.

Currently he is Extracting NSSO(National Sample Survey Organization) data from 38th round(1983) to 64th round(2007-2008) using STATA.

Rakesh Kumar is an associate professor in the electrical and computer engineering department University of IllinoisUrbana-Champaign. His research is in computer systems energy efficiency and ubiquitous computing. Rakesh writes on issues at the intersection of technology policy and society.

Ambassador Rakesh Sood was a Distinguished Fellow at ORF. He has over 38 years of experience in the field of foreign affairs economic diplomacy and international security issues.

Dr. Ram Singh is Professor &: Head (Trainings/ MDPs) at Indian Institute of Foreign Trade with over 24 years of teaching experience. He has authored 3 text books in the field of Export-Import and Trade Logistics. He is directly involved in training of Indian Trade Service Probationers Ministry of Commerce &: Industry Government of India.

Raman Butta currently works as Officer (T&:IE) at Indian Oil Corporation Ltd. He has previously worked in Coal India Ltd. and as a Guest Scientist at Max Planck Institute Germany. He is also a member of 'Young Diplomats' an international organisation of young analysts in geopolitics.

Dr. Ramanath Jha is Distinguished Fellow at Observer Research Foundation, Mumbai. He works on urbanisation — urban sustainability, urban governance and urban planning.

Dr. Jha belongs to the 1977 batch of the Indian Administrative Service. In the 80s and 90s, he worked as Administrator, Pandharpur Municipal Council; Administrator Solapur, Collector and Deputy Director Municipal Administration, Ahmednagar; Municipal Commissioner, Pune; and Metropolitan Commissioner, MMRDA. His subsequent postings were as Regional Advisor, South Asia for the Urban Management Programme of the UNDP/UN-Habitat; Vice Chairman and Managing Director at MSRDC; and Principal Secretary, Transport, Ports and State Excise, Government of Maharashtra.

He received the state government’s Chinmulgund Award for Administrative Excellence in 1989. He sought voluntary retirement from government in 2008 and joined the private sector as CEO & MD, Khed Economic Infrastructure Pvt Ltd. In 2015, Dr. Jha led the Mumbai DP team for preparing the Development Plan Mumbai 2034 (2015-2019).

Dr. Jha has co-authored the books — Towards People Friendly Cities — published by UNICEF; Urban Essays, published by YASHADA and co-edited Perspectives in Urban Development, published by Capital Publishing Company. He has published a number of papers on a variety of urban subjects and has widely lectured on urban issues.

He has been a credit market specialist with specialisation in financial services and inclusion-related issues.Before joining IIC Ramraj served as the President at CRISIL and led them to set up an integrated business development function across businesses focusing on relationship management/deepening product penetration in banks/financial institutions covering India and emerging markets.

Ramya Munjuluri is a Research Associate at the Digital Identity Research Initiative at the Indian School of Business Hyderabad. Her research interests lie at the intersection of governance public service delivery and civic engagement and her recent work examines the opportunities and implications of integrating Aadhaar with public welfare programmes. Ramya has served as a consultant with the Planning Department of the Government of Andhra Pradesh following a stint as an analyst at Google. She holds an MBA from ISB and a Bachelors degree in Political Science Economics and Public Administration from St. Francis College Hyderabad.
