Gopalika Arora is Deputy Director at the Centre for Economy and Growth, Observer Research Foundation.
She leads the Centre’s work on climate and energy, focusing on climate finance, adaptation, and energy transition, advancing resilient and sustainable development pathways.
Her research focuses on how emerging economies can mobilize and align climate finance to accelerate low-carbon transitions, expand access to clean energy, and strengthen adaptation systems across national and sub-national levels. She also works on issues of transparency, equity, and inclusivity in adaptation planning, while exploring ecosystem-based approaches that enhance resilience and support long-term, inclusive development.
Prior to joining ORF, Gopalika worked on projects with state governments and international development partners, contributing to State Action Plans on Climate Change, climate public expenditure assessments, and carbon markets. Her work supported the development of evidence-based frameworks to improve climate investment planning and enhance the effectiveness of public finance mechanisms.
She holds a master’s degree in economics, specializing in Environmental and Resource Economics from the TERI School of Advanced Studies, and a bachelor’s degree in economics from the University of Delhi.
