Location

Tushar Joshi is a Visiting Fellow at the Observer Research Foundation. During his fellowship, his research will examine the domestic drivers of India’s foreign policy towards China (2014-2024), focusing on how leadership perceptions, strategic culture, state-society relations, and domestic institutions shape policy decisions.
He is a PhD candidate at the University of Melbourne and also serves as a Research Associate at the Australia India Institute.
His academic interests include Indian foreign policy, foreign policy analysis, India-China relations, and broader geopolitical dynamics in the Indo-Pacific region.
Tushar has contributed to leading policy platforms including The Strategist (ASPI), The Interpreter (Lowy Institute), The Diplomat, and the Australian Financial Review, writing on India’s strategic and foreign policy outlook.
He holds a Master’s degree in International Relations from the University of Sydney, where he was awarded the Sydney Scholar India Equity Scholarship, and a Bachelor’s degree with Honours in History from the University of Delhi.
