The US has chosen to install a terror group as the legitimate government of Afghanistan and as a departing gift, offered them an estimated $212 million worth of military aircraft, vehicles and ammunition.

Cost and time over-runs have reportedly led to losses of approximately Rs29,000 crore in the DRDO; some 10 projects have been delayed for over five years. The Armed Forces continue to be woefully short of modern weapon systems, ammunition and a vast range of critical equipment.

For their survival and success, terrorist organisations need recruits, sanctuaries from which they could operate, funds and arms and ammunition, explosives and other material required for their acts of terrorism. Where, in addition, sponsorship by a State is available, it adds to their strength and to the difficulties of the counter-terrorism agencies in dealing with them.

For more than a decade now, the Armed Forces, especially the senior hierarchy, finds itself besieged by all manners of unprecedented challenges, both from within the establishment and outside. There is critical shortage of weapoins, ammunition and manpower. The blame for this should be shared by political and military leadership.

India’s large defence industrial base has historically been dominated by public sector entities, although they have failed in meeting the growing requirements of the armed forces. The public sector suffers from inefficiency in productivity, innovation and international sales, rendering New Delhi highly dependent on arms imports.
