While Elections-2007, which returned the ruling BJP and Chief Minister Narendra Modi to power against the expectations of the English language media in the country, it only helped focus on what has now come to be termed as the ‘Gujarat model of development’. Initiating an Interaction at the ORF Chennai Chapter of the Observer Research Foundation (ORF-C), on 9 February 2008, N Vittal, former Chief Vigilance Commissioner (CVC), Government of India, the personal integrity of the Chief Minister did help. The ‘Gujarat model of development’ owed even more to historic, geographical and ethnic reasons, said Mr Vittal, who spent 25 years of his total 42 -year stint in the Indian Administrative Service (IAS), in the State. “A combination of enterprise and ‘social capital’, derived respectively from the dry nature of the land and a deep faith in religion, deserve to be noted by all those who wish well for the country,” he said further.
