From drones using AI to select their own targets to low-cost high-impact autonomous weapons in the hands of non-state armed groups, the evolution of weaponry is playing a pivotal role in shaping conflict. In ‘gig warfare’, victory can depend upon access to technology, networks, and groups that flow unregulated across borders.
