About the paper

The US State Department’s Policy Planning Staff has released an analytical paper that elaborates the China Challenge and sketches a framework for the fashioning of sturdy policies that transcend short-term election cycles. The paper argues that the Chinese Communist Party’s resolute conduct and self-professed goals of achieving “national rejuvenation” and global preeminence require the United States and other countries to revise assumptions and develop a new strategic doctrine to address the magnitude of the China challenge. The United States’ overarching aim should be to secure freedom.
