ORF scholars produced thirty books and monographs in 2023. This year, too, our scholars trained their attention to a range of subjects—climate change, geopolitics, technology, security and strategic affairs, gender equality, and health. 

Out of 30, the editors have selected five, based on their readership, relevance of the subject, and diversity of authorship. Most read was the Raisina Files, ORF’s signature journal. This edition was a collection of essays that best represented the post-pandemic world marred by wars and economic turmoil in the developing world. Next in line was an edited volume that trained the spotlight on the main roadblock to climate action in developing countries—the lack of financial flows to green sectors. Our in-depth research on the relevance and opportunities presented by the new minilateral I2U2—the grouping of India, Israel, the UAE, and the US, was also very well-received by readers. While new technologies have been disruptive, they also allow data to be gathered, processed, and applied in ways that were not possible earlier – pushing frontiers in many sectors like agriculture, health, and education. Micro Matters, a collection of eight case studies, explored interventions by Indian CSOs geared towards making a social impact through better data gathering and processing. Last, but not least, is a collection of essays focusing on the shifting dynamics in Indian military power.
