Its island states—facing acute vulnerabilities from climate threats, economic fragility, and strategic pressures—are emerging as leaders rather than bystanders. From advancing the blue economy to promoting sustainable development and maritime security, these nations are navigating complex challenges with urgency and expertise. The Island states must take the leadership because they are on the frontline of climate and security challenges, giving them both the urgency and legitimacy to drive solutions rooted in sustainability and resilience. Their strategic location and lived experience uniquely position them to shape a cooperative and inclusive Indian Ocean order that balances development, security, and environmental stewardship.
