Terrorist Resources, Proclivity for Attacks, and an Effective Counterterrorism Framework
This paper proposes a counter-terrorism (CT) framework in terms of three types of CT policies—i.e., offensive, defensive, and confidence-building measures (CBMs)— targeted at a terror outfit that is either resource-constrained or resource-abundant.
