Dr Jean-Marc Rickli is the head of global risk and resilience at the Geneva Centre for Security Policy (GCSP) in Geneva Switzerland. He is also a senior advisor for the Artificial Intelligence Initiative at the Future Society and the co-chair of the NATO Partnership for Peace Consortium on Emerging Security Challenges Working Group. Prior to these appointments Dr Rickli was an assistant professor at the Department of Defence Studies of Kings College London. Dr Rickli received his PhD in International Relations from Oxford University. His latest book published by Georgetown University is entitled Surrogate Warfare: The Transformation of War in the Twenty-first Century

Jeffrey Jeb Nadaner is the Executive Vice President of Government &: Public Affairs at SAFE and Executive Director of its Commanding Heights initiative. Commander Jérémy Bachelier is a former military fellow at Ifri's Security Studies Center (CES) and Defense Research Unit (LRD). A French Navy officer, his career has been primarily dedicated to external operations, serving in both operational units and strategic headquarters in France and abroad. He is a graduate of the French Naval Academy and the French War College, and holds a Master’s degree in Geopolitics from the Sorbonne. He has taken part in numerous air and maritime operations, both national and coalition, as well as humanitarian and evacuation missions, and broader state maritime actions. His experience spans all major oceans, and his recent positions enable him to contribute to analyses on Indo-Pacific, maritime security, and strategic issues. He also oversaw the Paris Naval Conference jointly organized by the French Navy and Ifri.

Jerzy Kwaśniewski is a Polish attorney and co-founder of the Ordo Iuris Institute for Legal Culture, where he serves as President of the Board. A graduate of the University of Warsaw's Faculty of Law and Administration, he has represented citizens and civil society organizations in numerous precedent-setting cases before national and international courts. In 2020, he was recognized by Politico as one of the "28 most powerful people in Europe.

Professor Jesse Scott is a Senior Fellow at the Observer Research Foundation, as well as adjunct faculty at the Hertie School in Berlin since 2019. The focus of her work with ORF is the India-European Union trade talks and clean economy cooperation. She also analyses the reshaping of energy security by renewable energy, climate change, and geopolitics.

Jesse is a global expert on climate policy and the clean energy transition, who has served as International Director of thinktank Agora Energiewende, Deputy Secretary General of the European business group Eurogas, Coordinator on energy and digitalisation at the OECD International Energy Agency, Head of Environment Policies at business group Eurelectric, Head of the Brussels Office of thinktank E3G, and as a lawyer with White & Case.

She has held advisory roles toward senior political leaders, the European Commission, the UK, Italian, German, and Polish governments, the World Economic Forum, and major climate philanthropies. She guest teaches for the New York University School of Law, Johns Hopkins School of Advanced International Studies, the School of Transnational Governance at the European University Institute, the Central European University, and University College London. Jesse has written extensively on the political economy of the clean energy transition, climate risk, and the evolution of new policy agendas in climate, digital, and European foreign relations.

Jesse earned her undergraduate and graduate degrees in history and international law at Cambridge University. She is fluent in English and Italian.

Jessica West is a Program Officer at Project Ploughshares where she serves as the managing editor for the Space Security Index project.

Mrs. Jestina Rachel Kurian is a research scholar at Prasanna School of Public Health pursuing her Ph.D. in data science related to biomedicine. She has a background in Nursing and Public Health. She has been working in various research roles since 2017 and has an interest in health policy qualitative research and data science.

Jhanvi Tripathi is an Associate Fellow with the Observer Research Foundation’s (ORF) Geoeconomics Programme. She served as the coordinator for the Think20 India secretariat during India’s G20 presidency in 2023. She currently serves on the International Advisory Board Secretariat of Think20 Brasil.

Her research includes international trade policy, including new trade issues like digital trade policy, and gender and trade, besides World Trade Organization reform, and NTMs. She also has a keen interest in conflict resolution and negotiation. 

Prior to this, she was an associate researcher on international trade policy for the Confederation of Indian Industry, where she worked on day-to-day government advisory on India’s FTA negotiations with the EU and the RCEP, in addition to WTO policy positions. She published multiple papers on Africa-India trade, global trade architecture, and trilateral cooperation in international trade. 

She holds a BA(H) in political science and diploma in conflict transformation and peacebuilding from the University of Delhi’s Lady Shri Ram College and an MSc in Comparative politics from the London School of Economics and Political Science.

jung is a lecturer at the Graduate School of International and Area Studies Hankuk University of Foreign Studies Seoul South Korea. She was a Stanton Nuclear Security Postdoctoral Fellow (2016-17) at the Belfer Center for Science and International Affairs Harvard University: Institute of Defence and Security Analyses New Delhi (2016): and Center for Air Power Studies New Delhi (2011-2014). Her research interests include Indias nuclear policy nuclear proliferation in South Asia and Indias foreign policy.

Joanna Micah Eufemio is a civil servant with almost a decade of experience in policy studies and development management a Raisina Young Fellow and a Pacific Forum Young Leader. She earned her undergraduate degree in public administration with honours from the University of the Philippines. She was a recipient of the Japanese Grant Aid for Human Resource Development Scholarship and earned her masters degree in political science in the field of international cooperation studies from Kobe University.
