Professor S.D. Muni is member of IDSA's Executive Council. For nearly forty years, he taught, conducted and supervised research, in International Relations and South Asian Studies at Jawaharlal Nehru University (1974-2006), National University of Singapore (2008-2013), Banaras Hindu University (1985-86), and University of Rajasthan (1972-73). He served as India's Special Envoy to SE Asian countries on UNSC Reforms (2005) and represented India’s Minister of External Affairs at the 50th Anniversary celebrations of the Paris Peace Conference, held in Phnom Penh, Kampuchea. He was also India’s Ambassador to Lao People's Democratic Republic (1997-99). Prof. Muni was nominated to the first ever constituted National Security Advisory Board of India during 1990-91. He was the founding executive member of the Regional Centre of Strategic Studies, Colombo, Sri Lanka, and also served on the Executive Council of the Institute for Defence Studies and Analyses (IDSA), New Delhi, India. In 2005 he was bestowed with 'Sri Lanka Ratna', Sri Lanka's highest national honor for a foreign national. The Institute of National Security Studies Sri Lanka, Colombo, offered him affiliation as Honorary Distinguished Fellow in 2016.

S. Paul Kapur is a professor in the Department of National Security Affairs at the U.S. Naval Postgraduate School and a visiting fellow at Stanford University’s Hoover Institution. From 2020-2021, Kapur served on the State Department’s Policy Planning Staff, working on issues related to South and Central Asia, Indo-Pacific strategy, and U.S.-India relations. Previously, he taught at Claremont McKenna College, and was a visiting professor at Stanford University. His research and teaching interests include the international security environment in South Asia and the Indo-Pacific, nuclear weapons proliferation, deterrence, and Islamist militancy. Kapur is author of Jihad as Grand Strategy: Islamist Militancy, National Security, and the Pakistani State (Oxford University Press, 2016); Dangerous Deterrent: Nuclear Weapons Proliferation and Conflict in South Asia (Stanford University Press, 2007); and co-author of India, Pakistan and the Bomb: Debating Nuclear Stability in South Asia (Columbia University Press, 2010). His articles have appeared in leading journals such as International Security, Security Studies, Asian Survey, Washington Quarterly, and in a variety of edited volumes. Kapur also manages consultancy and engagement projects for the U.S. Department of Defense. He received his Ph.D. from the University of Chicago and his B.A. from Amherst College.

Saadia M. Pekkanen is the Job and Gertrud Tamaki Endowed Professor at the University of Washington in Seattle. She earned Masters degrees from Columbia University and Yale Law School and a doctorate from Harvard University in political science. She is the founding Co-director of the Space Policy and Research Center (SPARC): and the founding Director of the Qualitative Multi-Methods Program (QUAL).

Saba Shahid is Research Fellow at the Centre for Public Policy and Governance at Forman Christian College (A Chartered University) Lahore and is co-editor of CPPGs Quarterly Research &: News. Her research interests include public health gender and human development. She has written extensively on the rise of China and on the development of the CPEC (BRI).

Sabine Ameer is a doctoral researcher in Politics and International Relations at the University of Glasgow, United Kingdom. Her research analyses whether there has been a growing shift in the attitudes of International Organisations towards the post-conflict reconstruction of cultural heritage as a tool for securitisation and state-building, with a particular focus on West Asia.

Sabyasachi Basu Ray Chaudhury is Professor at the Department of Political Science and Vice-Chancellor at Rabindra Bharati University Kolkata.

Sabyasachi Saha is Assistant Professor at the Research and Information System for Developing Countries (RIS) a New Delhi-based autonomous think-tank. He is an economist by training and specialises in innovation economics industrial policy and international trade. He contributes regularly to discourses on BRICS.

Dr. Sachin Tiwari is a research associate(honorary) at the Kalinga Institute of Indo-Pacific Studies, New Delhi. He has earned his PhD in International Relations specializing in US foreign policy, geopolitics, and technology. He has a strong publication record, with a focus on security matters, including cybersecurity and geopolitics.

Sagar K. Chourasia was an Associate Fellow at the Centre for Economy and Growth at ORF and will be working as a G20 Leaders’ Fellow at the ORF (T20 secretariat) during India’s Presidency at the G20 in 2023.

His research focuses on international relations, global supply chains, international trade, SDGs, emerging and critical technology – and its aspects with relations to bilateral, pluri-lateral, and multilateral engagements. Further, he focuses on providing key strategic insights into transnational corporations operating in the Asia-Pacific region.

Sahil Deo is also the co-founder of CPC Analytics, a policy consultancy firm in Pune and Berlin. His key areas of interest are public policy, computational social science, governance, technology and explainable AI. As a part of CPC, he has consulted leading private and public sector organizations such as Siemens, Mitsubishi Materials, the World Health Organization and GIZ (German International Cooperation). He has also worked on a European Union project in Morocco & Egypt, which aimed to create financially viable models for investment in the renewable energy sector. As a part of Civic Consulting, he was a part of the team studying household indebtedness in member countries for the European Commission. Sahil has a Doctorate in Governance and is a Master of Public Policy from the Hertie School of Governance, Berlin. He has completed his undergraduate in computer engineering from the University of Pune, India and Ecoles des Mines, France.

Sakthivel Selvaraj is Director Health Economics Financing and Policy at the Public Health Foundation of India (PHFI) New Delhi. He is currently engaged in research teaching and advocacy in the area of health systems and specifically healthcare financing and access to medicines. He was a Takemi Fellow (Post-Doctoral) at the Harvard School of Public Health Boston and a Fulbright Scholar in 2006-07. Hehas a PhD in Health Economics (1996-2001) from Jawaharlal Nehru University New Delhi.

Sam Neufeld is a project manager at the Open Data Working Group co-hosted by the International Innovation Corp.

Samana Shreedhar graduated with a Bachelors degree in Business and Environmental Science from James Cook University (Singapore) in 2019. She is currently a research fellow at Swasti a public health non-profit organisation headquartered in Bengaluru India.

Sambit Mishra is an Indian Administrative Services (IAS) officer currently posted as the Chief Executive Officer of the Zila Panchayat Korba Chhattisgarh. He has an academic background in Engineering, having graduated with a Bachelor of Technology (B Tech) in Biological Sciences and Bio-engineering from the Indian Institute of Technology, Kanpur. He also earned an MA in Public Management from Jawaharlal Nehru University Delhi."

Sameer Patil is Director, Centre for Security, Strategy and Technology at the Observer Research Foundation. Based out of ORF’s Mumbai centre, his work focuses on the intersection of technology and national security, including cybersecurity. Additionally, he researches India’s national security priorities, counter-terrorism, and regional security. He serves on the World Economic Forum’s Global Future Council on Cybersecurity and RUSI UK’s Global Partnership for Responsible Cyber Behaviour Advisory Board. He is also the dissertation advisor at the Naval War College, Goa.

Dr Patil has previously worked at the National Security Council Secretariat, Government of India and Gateway House: Indian Council on Global Relations. He is the author of Securing India in the Cyber Era (Routledge, 2022) and has co-edited The Making of a Global Bharat (Har-Anand, 2024) and Moving Forward EU-India Relations: The Significance of the Security Dialogues (Edizioni Nuova Cultura, 2017).

Samir Ahmad is a Fulbright Scholar. He is a visiting lecturer at Skidmore College New York. His research area is South Asia Multi-Track Diplomacy Kashmir Politics Terrorism and Security. Samir has published in academic journals and policy and mainstream media such as the Washington Post and the Institute of South Asian Studies.

Samir Bhattacharya is an Associate Fellow at Observer Research Foundation (ORF), where he works on geopolitics with particular reference to Africa in the changing global order. Before joining ORF, he was working in Vivekananda International Foundation (VIF) as a Senior Research Associate. He is particularly interested in Africa’s security landscape, involvement of different external actors, particularly China, and multilateralism.

Earlier, he has worked with different organisations such as the French Embassy in New Delhi, Saciwaters (Research Organisation) and CUTS International (NGO). He has worked and travelled extensively across Africa and regularly writes for various national and international journals and newspapers.

Dr Samir Puri holds affiliations with King’s College London and Chatham House. He is the author of Westlessness: The Great Global Rebalancing (Hodder & Stoughton, 2024). He previously worked for IISS-Asia in Singapore. His writings are in a personal capacity.

Samir Saran is the President of the Observer Research Foundation (ORF), India’s premier think tank, headquartered in New Delhi with affiliates in North America and the Middle East. His research focuses on issues of global governance, climate and energy policy, technology policy, and India’s foreign policy.

Samir completed his doctoral studies at the Global Sustainability Institute, UK. He holds a Masters degree in Media Studies from the London School of Economics and Political Science, UK, and a Bachelors in Electrical and Electronics Engineering from Manipal Institute of Technology, India.

As ORF’s President and member of the Foundation’s Board, he provides strategic direction and leadership to the foundation’s multiple centres on fundraising, research projects, platform design and outreach initiatives including stakeholder engagement. He also serves as the Founder and President of RPIF, the entity responsible for administering the Raisina Dialogue and its associated events.

He curates the Raisina Dialogue, India’s annual flagship platform on geopolitics and geo-economics, and is the founder of CyFy, India’s annual conference on cybersecurity and internet governance. He spearheads the foundation’s efforts to foster new international partnerships and incubate young leaders networks and youth led conversations globally.

Samir is a member of the Global Risks Advisory Board and Chair of the Global Future Council on Geopolitics of the World Economic Forum. He has served as a Commissioner of The Global Commission on the Stability of Cyberspace. He is a member of the Board of Directors at ORF America and President at ORF Middle East. He is also a part of Board of Governors of East West Centre in the United States.

Samir has authored five books, edited important journals and publications and written several academic papers and book chapters. He is featured regularly in Indian and international print and broadcast media. His latest publications include GeoTechnoGraphy: Mapping Power and Identity in the Digital Age with Anirban Sarma, The New World Disorder and The Indian Imperative with Shashi Tharoor and Pax Sinica: Implications Dawn with Akhil Deo.

Samriddhi is an Associate Fellow, Geopolitics at ORF Middle East, where she focuses on producing research and furthering the dialogue on regionally relevant foreign policy initiatives. Her research focuses on economic diplomacy and economic peace, often working at the intersection of geoeconomics and peace building.

She holds a Masters in Public Policy from the Harvard Kennedy School, a Masters in Economics from Delhi School of Economics and a Bachelors in Economics from Hans Raj College, Delhi University.

She has previously worked with United Nations Executive Office of the Secretary General, New York where she engaged directly with the UN Secretary General and senior UN leadership to facilitate decision making on high priority global challenges. Additionally, she worked with Harvard University’s Belfer Centre and Middle East Initiative to research great power competition in the Arabian Gulf. She has also assisted in teaching multiple courses at Harvard University centered on the Middle East, Mediation and Economics.

Earlier in her career, she led program management nationally for primary grades, life skills and girls’ education at Pratham Education Foundation, India.

Dr. Samson Samuel Ogallah is the Senior Climate and Landscape Specialist for Africa at Solidaridad Network. Prior to joining Solidaridad Ogallah was the Head of Programmes at the Pan African Climate Justice Alliance (PACJA) and rose to the capacity of Acting Secretary General. He also previously worked with West Africa Network for Peacebuilding (WANEP) as Zonal Network Coordinator and Nigerian Environmental Study/Action Team (NEST) among others. Ogallah also lectured at the Catholic University of Eastern Africa and Abubakar Tafawa Balewa University. He has over 19 years of work experience. Ogallah is a Development Expert a Certified Management Consultant (CMC) and Fellow Institute of Management Consultants (FIMC).Dr. Ogallah is a seasoned sustainability professional with extensive international experience and a broad depth of environment energy development and climate systems knowledge. Ogallah has held impressive full time and consulting positions in different countries across Africa.Dr. Ogallah has authored and co-authored several publications including articles technical reports book chapters and journals and widely travelled with speaking and presentation roles at international events.Dr. Ogallah holds a Bachelor of Technology in Biochemistry and Advanced Diploma in Public Administration from Federal University of Technology Yola: Masters degree in Development Studies from The Catholic University of Eastern Africa and a Doctor of Philosophy degree (PhD.) in Climate Change and Adaptation from the University of Nairobi.

Samuel Bashfield is a defence researcher on the Australia India Institutes Defence Program. Sams research interests include Indo-Pacific security defence and foreign policy Indo-Pacific security architecture maritime security nuclear issues strategic implications of the rise of China the rules-based order and technology governance. He is also a PhD candidate at the Australian National Universitys National Security College.

Samuel Doveri Vesterbye is Managing Director of the European Neighbourhood Council (ENC) an EU funded independent think-tank based in Brussels with staff in Belgium Turkey and Central Asia. Doveri Vesterbye is an expert on EU-Turkey relations EU-Central-Asia relations and EU neighbourhood and foreign policy including supply-chain geo-economics due diligence trade energy security information theory and media consumption. He has written numerous policy-briefs data-driven analysis and book chapters including Palgrave Macmillan's Managing Security Threats along the EU's Eastern Flank. Doveri Vesterbye regularly advises the European Parliament European External Action Service and EU Member States on foreign policy data collection and new methodologies.

Sana Hashmi is a Fellow at the Taiwan-Asia Exchange Foundation and the George H. W. Bush Foundation for U.S.-China Relations.

Sanchayan Banerjee is a second-year doctoral candidate in Environmental Economics at the London School of Economics and Political Science. He is a Graduate Teaching Assistant at the school and a Research Assistant at LSEs Middle East Centre. Sanchayan is affiliated as a research student to LSEs Grantham Research Institute on Climate Change and the Environment and his research lies at the intersection of behavioural experimental and environmental economics in developing and testing a new theory of behaviour change- Nudge Plus.

Mr. Chakravorty has a professional career spanning more than three decades. In his diplomatic journey he has been India’s Ambassador to Peru and Bolivia; Consul General in New York; and Deputy High Commissioner in Bangladesh. He has also served in India’s missions in Spain and Colombia.

Prior to his appointment as Ambassador to Jakarta in August 2023, he was for three years, Joint Secretary in India’s Ministry of External Affairs responsible for India’s relations with Europe West and the EU.

Before joining India's diplomatic service in 1996, he worked, for more than five years, on environmental and sustainability projects with non-profit organisations in India. He has an abiding interest in conservation and sustainability issues involving forests, mangroves and wildlife.

Dr. Sandy Schumann is a social and political psychologist: she is a Post-doctoral Research Associate at University College London Department of Security and Crime Science.

Dr. Dutta Gupta is currently associated with BML Munjal University as Associate Professor of Economics. She is a Ph.D. in Economics from Jadavpur University. She has published in well-known peer-reviewed journals like Technological Forecasting and Social Change Management Decision Benchmarking: An International Journal South Asia Economic Journal Gender in Management International Journal of Emerging Markets among others. She is a member of the Editorial Review Board of the International Journal of Emerging Markets and a reviewer of reputed journals.

Sania Muneer is a postdoctoral fellow at SOAS University of London. Her major works are on government and politics, minority rights, implementing blasphemy law, and pro-women legislation. She worked as an Assistant Professor at the School of Integrated Social Sciences, University of Lahore. She holds her Ph.D. degree in social sciences and a split degree from Royal Holloway University of London.

Sanjana was a Research Assistant at ORF. She is currently working on the non-traditional security issues in South Asia.
