Loes Debuysere specialises in the monitoring and evaluation of international development projects and those aimed at social change. In the past she worked as a researcher at the Department of Conflict and Development Studies of Ghent University and in the foreign policy unit of CEPS a European think tank. She is a graduate in Middle Eastern Studies from the School of Oriental and African Studies in London. She holds a PhD from Ghent University which focused on gender politics in post-revolutionary Tunisia. She has published in a number of academic journals (Mediterranean Politics: Middle East Law and Governance: Review of African Political Economy: European Foreign Affairs Review).

Dr. Logan Cochrane is an Associate Professor at Hamad Bin Khalifa University's College of Public Policy. Over the past 20 years, Dr. Cochrane has built significant international experience working with NGOs across multiple countries in Africa, the Middle East, and Asia, including Afghanistan, Benin, Burundi, Canada, the Democratic Republic of the Congo, Egypt, Ethiopia, Qatar, Saudi Arabia, South Africa, South Sudan, Tanzania and Uganda. Logan acts as a consultant for governmental agencies and non-governmental organizations, seeking to create bridges between research and practice.

The General Officer with a career spanning almost four decades has rich experience of serving in all terrain and operational areas with tenures in J&K, Manipur, Nagaland, Assam, Rajasthan, Kutch and has served twice in UN Missions in Congo & South Sudan as Sector Commander commanding international troops, both most high risk mission.

He has led a delegation on UN Peacekeeping at Dhaka. As GOC of a Division, he led a Battle Group to a SCO Exercise in Russia on Air Land Battle in 2019. He was also part of Emergency Procurement Team to Russia post Uri attacks. And was also part of Trial Team of first  T-72 to Ladakh sector in 1987.

He was part of the team for inception of Army Design Bureau (ADB). As Director General Armoured Corps, he was instrumental in initiating numerous projects and its fruition to include Light Tanks, Swarm Drones, etc. As GOC DBA he had created an Eco System for Def Capability Building getting Industry, Academia, startups etc to collaborate and is mentoring / guiding Niche Tech Projects in IIT Madras, IISc Bangalore and other startups. Many Disaster Relief operations have been executed under his charter – Wayanad Landslides, Cyclone MICHAUNG, Cyclone FENGAL, etc

The General Officer has has excelled in all courses of instruction to incl DSSC, Higher Air Command Course & NDC & two Master of Philosophies to his credit and has done three computer courses and is now pursuing PhD.

Currently, he is Distinguished Strategic Advisor to IITM PRAVARTAK. He has initiated and is mentoring three AI projects for Army in Legal, Medical and Mandarin Translation.

He has been awarded with highest Presidential Award for Distinguished Service PVSM (Param Vishisht Sewa Medal) and AVSM (Ati Vishisht Sewa Medal), also Chief of Army Staff Commendation Twice and GOC-in-C Eastern Command Commendation Twice.

Lubaina Rangwala is Program Head for Urban Development and Resilience with the Sustainable Cities and Transport team at WRI India. She has been associated with the institute for nine years. Her current work focuses on green infrastructure projects, nature-based solutions to address long-term climate risk in Indian cities, and working with vulnerable communities to build their resilience capacities. She is currently involved in climate action plans, disaster management and flood mitigation measures in Indian cities.

Lucas Maurer currently works in the Asia-Pacific Department of the European External Action Service (EEAS). As co-desk for India and desk for Nepal and Bhutan he is responsible for the relationship of the European Union with India Nepal and Bhutan. Before joining the EEAS he worked in the Directorate-General for Energy of the European Commission on Policy Planning and Programming as well as on the implementation of the EU Energy Union. He has past work experiences in the Permanent Mission of Austria to the Organisation for Security and Co-operation in Europe in Vienna at the Eastern Partnership Civil Society Forum in Brussels and at the EU International Relations and Diplomacy Studies Department of the College of Europe. He has an academic background in Political Science and Slavonic Studies as well as a postgraduate degree in European Studies.

Ms Powell has been with the ORF Centre for Resources Management for over eight years working on policy issues in Energy and Climate Change. Her most recent paper ’Climate and the Clash between the Diversely Developed’ was published in the December 2010 volume of the Journal of the Indian Ocean Region. She edits the ORF Energy News Monitor which is in its seventh year of publication and routinely contributes articles on Energy Policy, Energy Pricing and Regulation, Climate and Equity. She has represented ORF at a number of conferences on India's Energy Policy and Climate Change and also authored a number of reports on the same topics. Her current interests include Energy Poverty, Energy Security, Energy Security Index for India, Resource Based conflict with particular reference to Energy and Water, Commercially viable Renewable Energy Pricing Policies and Pricing & Regulatory Issues in Nuclear Energy. She was selected as Congressional Fellow with three-month residency at the East West Centre, Washington following which she authored a book on 'Oil in US Energy Policy:Searching for Clues of Influence'.

She gained industry experience working for Norsk Hydro ASA, Norway’s largest industrial enterprise with core interest in fertilizers, oil & gas (now divested) and aluminium and for Orkla, one of Norway’s largest listed conglomerates whose interests include solar energy and hydro power. While working for Norsk Hydro she was selected for the Leadership Development Programme of the Company in Singapore. She also worked as a Research Assistant in Norwegian School of Management (BI) where she was involved in research on the competitiveness of the Heavy Oil Industry in Canada and completed an extensive report on the Upstream Oil Industry in Norway.

Ms. Powell has three Post Graduate Degrees - two from the Norwegian School of Management Oslo on Energy and one in Solid State Physics from Cochin University of Science & Technology, India.

M. Manjula is a member of the faculty of School of Development Azim Premji University Bangalore Karnataka. She teaches and does research at the interface of ecology-economy-society using a multidisciplinary approach. Her specific research interests are in the fields of sustainable production systems climate change adaptation ecology food security gender and livelihoods.

Madalitso Zililo Phiri is a post-doctoral research fellow at the University of Johannesburgs (UJ) Johannesburg Institute for Advanced Studies (JIAS). His doctoral thesis compared South Africas and Brazils social policies through the lenses of political economy centering the interpellations of racial capitalism poverty inequality gender and geographical stratification. He is currently working on a monograph that builds on his doctoral work comparing South Africas and Brazils political economy of social policy to be published with Brill Academic Press. His recent publication was a book chapter titled History of Racial Capitalism in Africa: Violence Ideology and Practice in the Palgrave Handbook of African Political Economy (2020). He holds a Doctor of Philosophy (DPhil) degree in Sociology from the University of South Africa (UNISA): a Master of Philosophy (MPhil) degree in Development Studies a Bachelor of Social Science (Honours) degree in International Relations and a Bachelor of Social Science degree in Politics and Sociology all from the University of Cape Town (UCT) Cape Town South Africa. He is also a Fellow (2014-2017) through the Next Generation of Social Science in Africa funded by the Social Science Research Council (SSRC) New York United States. Phiri a Malawian national and a South African permanent resident has had transnational exposures of growing up working and conducting research in three Southern African countries Malawi Mozambique and South Africa and Brazil on a short research stint as well as visits to 36 countries globally presenting academic papers and civic engagements in the United States Europe Latin America Asia and the Middle East.

Madhu Bhalla was professor in Chinese studies at the Department of East Asian Studies Delhi University. She has an M.A. and Ph.D. from Queens University Canada. Before joining Delhi University in 2005 she taught at the Jawaharlal Nehru University New Delhi and Queens University Canada. She has held a visiting fellowship at the Fudan University Shanghai and has been a visiting scholar at the University of Sichuan at Chengdu. She has served on the executive council of the Institute for Defence Studies and Analysis New Delhi (2006-2010) and is currently on the advisory councils of the China centres at IIT Madras MG University Kottayam and Jamia Millia Islamia New Delhi. She is currently editor of India Quarterly published by the Indian Council of World Affairs.

Madhulika Srikumar was a 2019 India-U.S. Fellow at New America. Srikumar worked on India-U.S. data sharing for law enforcement and explored the underlying privacy standards for access to electronic data in the two countries. She will also develop a prototype of a digital tool for Indian investigating agencies to send direct requests to U.S. internet companies, incorporating human rights standards of minimization, necessity, and proportionality. With the passing of the Clarifying Lawful Overseas Use of Data Act (CLOUD Act) in April 2017, her project seeks to provide an insight into a potential direct data sharing regime between India and the United States.

Srikumar is an associate fellow and programme coordinator with the Cyber Initiative at Observer Research Foundation in New Delhi. Her previous research on law enforcement access to data has been cited extensively by prominent stakeholders including the expert committee established by the government to draft India's first data protection law. She is currently steering a project in collaboration with Georgia Tech, on the legal hurdles to effective cooperation under Mutual Legal Assistance Treaties.

Madhura Joshi is an energy and climate change policy specialist with a decade of experience in managing research and implementing large multi-disciplinary projects. She led the Natural Resources Defense Council (NRDC) India programmes initiatives on clean energy access green jobs and climate policy. Her work included designing and implementing sustainable villages plans focused on increasing gender participation and improving lives and livelihoods: leading NRDCs periodic studies on renewable energy jobs: and developing high-level engagement strategies on climate clean energy policies and green finance. Prior to NRDC she was Senior Research Associate at the Centre for Policy Research and Associate Fellow and Area Convenor of the Centre for Research on Energy Security at The Energy and Resources Institute.Her research interests include energy and climate policy in India: reducing energy poverty: co-benefits and political economy of low-carbon transitions: multilateral energy climate governance: and multiple objectives-based policymaking. She was a Raisina Young Fellow and Asian Forum on Global Governance Fellow in 2018 and International Visitors Leadership Program Fellow in 2015.

Madhura Sen is the Editorial Lead—Global Research and Special Projects at the Observer Research Foundation.

Her work involves overseeing two integrated portfolios: research editing and publications management for ORF and its global research projects; and ensuring that ORF’s publication standards are consistently upheld while driving innovation in publication formats, curating timely and relevant research themes, and strategically expanding ORF’s research footprint. 

Madhura was previously associated with the Oxford University Press and holds a PhD in Linguistics. Her doctoral research has been focused on investigating linguistic transgression within social frameworks, with an emphasis on power relations and the intersectionality of diverse social variables. She is committed to translating academic insights into publishing outcomes.

Mahendra L. Kumawat is a former Director General of the Border Security Force (BSF), the border patrol agency of the Government of India. On August 1, 2009 he was succeeded by Raman Srivastava. He has also served as a Special Home Secretary. Kumawat was an IPS Officer of the Andhra Pradesh Cadre in 1972 as an Internal Security Expert had considerable experience in dealing with naxalism and terrorism. He was a member of the Anti-Naxalite Commando Force from 1992-94 and also proposed the National Police University, later approved by the Union Cabinet. He was awarded the Indian Police Medal for Meritorious Service in 1989 and the President’s Police Medal for Distinguished Service on 26 January 1997. He also served as the Chairman of Rajasthan Public Service Commission.

Mahmoud Shehrah is an Associate Fellow, Middle East and North Africa Programme at Chatham House. Shehrah is a former Yemeni diplomat specializing in political analysis, conflict resolution and economic development. He has wide-ranging experience working in the Yemeni government and international NGOs. His political and professional career has focused on preventing and resolving violent conflict in Yemen and supporting development.

A specialist in the communications with over 20 years experience in multinational &: regional companies across the Middle East North Africa (MENA) region Mai has crafted data-driven methodologies in consumer insights corporate affairs and communications to enable businesses to operate and thrive amidst an ever-changing landscape.

Dr Malancha Chakrabarty is Senior Fellow and Deputy Director (Research) at the Observer Research Foundation where she coordinates the research centre Centre for New Economic Diplomacy. Her research interests encompass issues related to Indias development cooperation economic and social development in Africa and India and the links between climate change agriculture and food security. She is currently working on a project on Indias development partnerships.

Dr. Chakrabarty is published widely in international journals like the Review of African Political Economy, World Review of Political Economy, and World Affairs. She is also a regular contributor to newspapers such as the Telegraph, Asian Age, and DNA.

Dr. Malcolm Davis joined ASPI as a Senior Analyst in Defence Strategy and Capability in January 2016. Prior to this he was a Post-Doctoral Research Fellow in China-Western Relations with the Faculty of Society and Design at Bond University from March 2012 to January 2016 and he currently retains an Honorary Assistant Professor position in the Faculty. He has worked with the Department of Defence both in Navy Headquarters in the Strategy and Force Structure area and with Strategic Policy Division in the Strategic Policy Guidance and Strategic External Relations and Education sections.
