Dr. Sanjay Bhattacharya was trained in Microbiology from JIPMER Hospital in Puducherry in 2000. He also received training in Clinical Microbiology and Clinical Virology from various NHS teaching hospitals in the UK between 2002 and 2009. He has been working as a Consultant in Microbiology at Tata Medical Center in Kolkata since 2010. His areas of interests include Antimicrobial Stewardship Hospital Infection Control and Molecular Diagnostics of Infectious Diseases. He is the author of more than 100 papers in national and international journals along with several book chapters. He is visiting faculty in Molecular Medical Microbiology at IIT- Kharagpur. Dr. Bhattacharya has been involved in managing/ leading several research projects at the institutional level which have been funded by the Department of Biotechnology Indian Council of Medical Research and CDC. He has been part of the WHO working group on the Priority Pathogen List of Antibiotic Resistant Bacteria for the Discovery Research and Development of new antibiotics Environmental Cleaning and Disinfection for the Control of Carbapenem Resistant Organisms in-vitro-Diagnostics for AMR.

Sanjay Koushik is a Senior Program Lead at Central Square Foundation and works in the Early Childhood Education team. He works closely with multiple state government agencies and technical partner organisations to improve the delivery of pre-primary education programs. Before CSF, he was a social entrepreneur, working with municipal corporations across western India to drive education reforms. Sanjay holds an MBA from IIM Ahmedabad, a master’s in public policy from NALSAR University, and a bachelor’s in engineering from NIT Warangal.

Sanjay Pulipaka is currently the Chairperson of the Politeia Research Foundation. He was previously associated with the Delhi Policy Group, the Nehru Memorial Museum Library, and CRIER. He was a Pavate Visiting Fellow at the University of Cambridge in the UK and a former Fulbright Fellow in the Conflict Transformation Programme in the United States. Sanjay’s areas of interest include India’s South Asia, Southeast Asia, East Asia and India’s foreign policy. He has worked on diverse themes such as Geopolitics, Peacebuilding, Ethnic Conflicts, Conflict and Economy, Democracy, Decentralisation, Federalism, Political Transitions, Connectivity Projects, Belt and Road Initiative (BRI), Defence Cooperation and other related domains. Further, he has been closely following the political transition in Myanmar and has conducted field research in that country and in Northeast India. Sanjay also has extensive work experience with think-tanks and civil society organisations in India. He has considerable work experience in strengthening participatory political processes, governance frameworks and platforms for wider consultation. He has a substantive publication record, including books, policy reports, numerous research papers, and Op-Ed essays.

Sanjeet Kashyap is a PhD candidate in International Politics at Jawaharlal Nehru University, New Delhi. He has also interned with the Strategic Studies Programme, Observer Research Foundation.

Sanjeev S. Ahluwalia has core skills in institutional analysis, energy and economic regulation and public financial management backed by eight years of project management experience (2005 to 2013) in governance and policy support with the Poverty Reduction and Economic Management (PREM) practice of the World Bank in Africa. Subsequently, he worked as a consultant for World Bank governance projects in India and most recently in electricity reform in Myanmar and Energy Transition in India.

He was the founder Secretary of the Central Electricity Regulatory Commission, Government of India, in 1999. During three years of consultancy with TERI he provided technical assistance to the newly corporatized utility GRIDCO to submit its first Tariff Application to the Orissa Electricity Regulatory Commission under the World Bank and DFID assisted Orissa Electricity Reform Project.

In the Government of India, he was in the Ministry of Disinvestment, Department of Economic Affairs and in the Ministry of Commerce. He has ten years of experience in industrial and rural development, district, and municipal administration, and was Secretary, Finance in the Government of Uttar Pradesh, which was his home cadre in the Indian Administrative Service.

He has a master’s in Economic Policy Management from Columbia University, New York; a post graduate diploma in financial management from the Faculty of Management Studies, Delhi University, and a master’s in history from St. Stephens College, Delhi.

He is affiliated with the Observer Research Foundation as an Advisor since 2014.

Sanjith Srikanth is a Project Manager at ORF within the Performance, Appraisal and Management Team.

Before joining ORF, he worked for a US-based risk and diligence company, where he conducted investigative due diligence research and provided technology-enabled compliance solutions for governments and multinational corporations. He subsequently worked as a consultant for a Big-4 company within the regulatory compliance team. He has a combined major in Political Science and Philosophy from the University of British Columbia (UBC).

Sankalp Gurjar is an Assistant Professor at the Department ofGeopolitics and International Relations Manipal Academy of Higher Education Udupi India. He works on International Relations of the Indo-Pacific Great Power Politics and the Geopolitics of the Indian Ocean Region and is the author ofThe Superpowers Playground: Djibouti and Geopolitics in the Indo-Pacific in the 21st Century(Routledge: 2023).

Sanket Sudhir Kulkarni was Fellow at ORF's Mumbai Centre. Sanket's primary area of interest is studying geopolitics of energy trade. Also, Sanket closely monitors patterns of insurgency and terrorism in South Asian countries.

Prior to his joining ORF’s Mumbai Centre, Sanket has worked as a Consultant in the Ministry of External Affairs, New Delhi. He was also a Visiting Fellow at the Institute for Defense Studies and Analyses, New Delhi in the Non-Traditional Security Centre. Sanket has travelled extensively across Nepal, Bhutan, Bangladesh and Myanmar to conduct risk assessment of proposed energy infrastructures and trading in these countries. He has presented his research findings in several national and international conferences. He has published his research in reputed, peer-reviewed, international journals and contributes regularly to oped columns in newspapers and websites. He has also appeared as a subject expert to discuss issues pertaining to international affairs on Marathi news channels.

Sanket has also submitted his PhD thesis at the National Institute of Advanced Studies, Bengaluru. Sanket holds a Master’s degree in Defense and Strategic Studies from Bhonsala Military College, Nasik.

Rajaratnam School of International Studies (RSIS) Nanyang Technological University Singapore. She is the author of Middle Powers in Asia Pacific Multilateralism: A Differential Framework (Bristol University Press 2023).

Saranya Sircar is a Consultant for the East Asia Research Programme at the Indian Council for Research on International Economic Relations (ICRIER) New Delhi.

Sarthak Guha was the Executive Assistant to the President at ORF. In this role, he supports institutional leadership through programme coordination, internal review processes, and strategic management functions that cut across ORF’s research and operational verticals.

His work involves assisting senior leadership on programme appraisal, organizational planning, and cross-team coordination, with a focus on strengthening internal systems, workflows, and policy-facing outputs. He brings an applied understanding of public policy, governance processes, and stakeholder management, with experience spanning research support, programme execution, and institutional operations.

Prior to joining ORF, Sarthak has worked across government systems, civil society organisations, and research institutions on urban governance, public health, sustainability, and solid waste management. His experience includes programme implementation and policy research with Hasiru Dala on waste picker livelihoods and circular economy frameworks, sustainability and ESG research with the Centre for Responsible Business, and public-sector engagement with the Department of Health & Family Welfare, Government of West Bengal, supporting large-scale COVID response and community-level programme delivery. He holds a Master’s degree in Public Policy from the National Law School of India University and a Master’s degree in Sociology from Jadavpur University.
