Mr. N.K. Singh is a prominent Indian economist, academician, and policymaker. He is currently Chairman of the 15th Finance Commission. Prior to this position, he presided as Chairman of the Fiscal Responsibility and Budget Management Review Committee (FRBM). He also served as a member of the Upper House of the Parliament, the Rajya Sabha, from 2008 to 2014, during which time he contributed to several prominent Parliamentary Standing Committees including the Public Accounts Committee, the Committee on Foreign Affairs, and the Committee on Human Resource Development.

Mr. Singh had a long and distinguished career as a member of the Indian Administrative Services before his entry into politics and fiscal policy leadership. In his home cadre in the State of Bihar, he inter alia has held important positions like the Industrial Development Commissioner and Deputy Chairman, Bihar Planning Board. He was part of the core group of advisors and strategists during India’s economic reforms of 1991. He was principal interlocutor for negotiations with the World Bank and the International Monetary Fund (IMF) for structural adjustments, loans and Balance of Payment support instrumentalities. He served as Expenditure Secretary, Revenue Secretary, Secretary to the Prime Minister of India and Member Planning Commission among other senior leadership roles.

Mr. Singh brings a wealth of national and international experience to the table, having interacted closely with multilateral organizations such as the World Bank, IMF, ADB, and OECD. His early work as First Minister, Economic and Commercial, Indian Embassy, Japan (1981–85) and subsequent contributions to the international economic order were recognized by the Emperor of Japan with the award of the “Order of the Rising Sun - Gold and Silver" in 2016. Mr. Singh has been a recurrent participant of numerous international forums such as Davos, the Neemrana Conference and India Foundation to mention a few. He is also on the Board of Governors for Ananta Aspen Centre.

On the academic front, he is a Member of the Governing Board of the Nalanda University and Chairperson of its Endowments Committee. Mr. Singh has been a recurring eminent guest lecturer at prestigious academic institutions and Universities like Columbia, Yale and Stanford. He also holds the position of Co-Chairman of the India Advisory Committee, London School of Economics. He is a Member on the Board of Trustees of the Institute of Economic Growth of the Delhi School of Economics. He was Chairman, Board of Governors for Management Development Institute and International Management Institute.

Mr. Singh is also a published author with several prominent books to his name. "Politics of Change", "Not by Reason Alone,", “The New Bihar: Rekindling Governance and Development".  His Autobiography Portraits of Power: Half a Century of Being at Ringside was released in October 2020, which has brought out more vividly his 40 years of engagement in policy making. He has been a reputed columnist in leading Indian newspapers including the likes of Hindustan Times, Hindustan, The Indian Express, The Hindu, and Mint.

Dr. N. Vedachalam is Senior Scientist and Program Director at the National Institute of Ocean Technology an autonomous ocean research centre under the Ministry of Earth Sciences. He has previously worked with Birla Group General Electric and Alstom Power Conversion France. His primary research interests are energy subsea robotics and reliability.

Prof N R Bhanumurthy has taken charge as the first Vice-Chancellor of Dr. B.R. Ambedkar School of Economics University (BASE University) Bengaluru. His research areas are macro-monetary economics fiscal policy international money &: finance macroeconomic modeling and development economics. In these areas he has authored over 70 research papers and five books. He has received two prestigious awards: Mahalanobis Memorial Medal (National) Award for the year 2014 for his outstanding contributions to the field of quantitative economics in India: and VKRV Rao Prize in Social Sciences (Economics) for the year 2015 for high quality research and for significant contributions to social science research in India.

Nabarun Roy is Assistant Professor at the Department of International Relations Faculty of Social Sciences South Asian University in New Delhi. He did his doctoral studies from the Department of Political Science Carleton University Ottawa. He is interested in theories of international relations great power politics the geopolitics of South Asia and Indian foreign policy. His research has been published in peer-reviewed journals such as Diplomacy and Statecraft The International History Review and the Journal of Asian Security and International Affairs. His writings on Indian foreign policy have also appeared in The Diplomat and The National Interest.

Nandan's primary research interests encompass urban transport system planning, public transport planning, evaluation and design of multimodal transport systems, and discrete choice modeling.

Nandan Unnikrishnan is a Distinguished Fellow at Observer Research Foundation New Delhi. He joined ORF in 2004. He looks after the Eurasia Programme of Studies. An alumnus of Jawaharlal Nehru University (JNU) he began his career as a journalist with the Press Trust of India (PTI). From 1985 to 1987 he was deputed by PTI to the Institute for Defence Studies and Analyses (IDSA). In 1995 after 15 years in PTI culminating with a three-year posting to Moscow as the Bureau Chief he moved to Business Indias Television Channel - TVI. He joined TVI as the News Coordinator for International Affairs rising to head the channel by 1998. During his tenure with ORF Nandan has participated in several National and International conferences lectured in academic and specialised institutions in India and abroad.

Nandini Das is currently a post-doctoral research associate at Jadavpur Universitys Global Change Programme. She works on issues related to climate change and environmental sustainability in an interdisciplinary framework with a special focus on energy transition. She has also worked in the broad area of climate change research and other issues related to energy transition encompassing demand-side mitigation by sectoral intervention behaviour and lifestyle choice as mitigation measure multi-level climate governance energy security gender and energy access and SDG co-benefit. She is also working as a Chapter Scientist in the Sixth Assessment Report of IPCC WGIII.

Dr. Nandita Saikia is Assistant Professor of Population Studies at the Centre for Study of Regional Development, with six years of experience in teaching and research. Prior to this, Dr Saikia served as an assistant professor at the Institute of Economic Growth in Delhi. Dr. Saikia has written peer-reviewed research papers in internationally reputed journals in the area of population and health. She has also contributed chapters to several edited books. She has been guiding MPhil and PhD students at CSRD, JNU. Dr. Saikia has received a number of prestigious awards such as the Raja Rao Memorial award from Kolkata's Indian Statistical Institute, in 2014; Prof. P N Mari Bhat Gold Medal from IIPS, Mumbai in 2011; and Prof. K B Pathak Award from the Indian Association of Study of Population. She has also been awarded various scholarships such as the Max Planck-India fellowship, from the Max Planck Society, Germany, in 2012-2016; and visiting scholarships in Max Planck Institute for Demographic Research in Germany, Institut National d'etudes Demo-graphiques (INED) in Paris, Vienna Institute for Demographic Research, and John Hopkins Bloomberg School of Public Health. Currently, she is a member of the IUSSP expert panel in Lifespan Extension with Varying Cause-of-death Trajectories. Her research interests include health and mortality, migration, and disability.

Narayan Prasad Nagendra is an Erasmus Mundus Space Master graduate and an EGIDE scholar with a Master in Space Technology Sweden. Narayan also has a Master in Space Techniques and Instrumentation from France and a Master in Space and Telecom Laws from NALSAR Law University Hyderabad. He is currently a PhD candidate at the Business School of University of Erlangen Nuremberg.Narayan has previously worked with the Indian Institute of Astrophysics and DLR Institute of Space Systems Germany. Nasim Pourghazian is a medical doctor with experience in clinical and public health in Europe the Middle East Bangladesh and Afghanistan. She obtained her medical degree in Sweden and joined the World Health Organization (WHO) a couple of years later. In her current position as a technical officer in the department of noncommunicable diseases (NCDs) and mental health she provides technical support in the field of NCD prevention and management to ministries of health and other key stakeholders in a number of member states. This entails liaising with policymakers academicians clinical professionals civil society and other UN agencies as well as coordinating technical work and response throughout the three levels of the organisation (global regional and national). Prior to joining WHO she initiated her specialisation as a child and adolescent psychiatrist in Stockholm and has worked with a number of NGOs such as BRAC Swedish Committee for Afghanistan Amnesty and Medicine du Monde parallel to her medical studies and professional career. Her aspiration is to continue working with public health in a way that engages stakeholders and individuals beyond the health sector to partake in improving the health and well-being of populations in an equitable way.
