Dev Jyoti is a Research Intern with the Strategic Studies Programme at the Observer Research Foundation

Devangi Ghosh is a Communications Assistant with ORF. Her work focuses on strategic communications, content development and engagement, and multimedia storytelling across ORF’s research and policy initiatives.

With experience spanning international development, research, and multimedia communication, Devangi has worked at the intersection of policy, storytelling, and public engagement. Her work has included producing communication outputs for United Nations Development Programme, Nepal on disaster recovery and climate resilience, contributing to research on global governance and development policy at the Jindal Centre for the Global South and the Centre for Middle East Studies, and supporting in academia as a Teaching Assistant at the Jindal School of International Affairs.

Devangi holds a Master’s degree in Diplomacy, Law and Business (Economics and Foreign Policy) from O.P. Jindal Global University and a Bachelor’s degree in Liberal Arts (Political Science and International Relations) from Christ University.

Devashish Dhar works as a Policy Specialist at NITI Aayog. He is also a Raisina Young Fellow-elect for Asian Forum for Global Governance 2019 which includes his participation in Raisina Dialogue Indias premier geopolitics and geo-economics summit.

Devika Ajith Panicker is a research intern at the Observer Research Foundation

Devikaa Nanda is a Research Intern at the Observer Research Foundation. She holds a Joint Honours degree in International Relations and Management from the University of St Andrews in Scotland. Her research interests include Indian foreign policy, the international political economy, and politics of the environment. Her work focuses on socioeconomic and environmental concerns that can be addressed by means of bilateral and multilateral cooperation. She has researched and written on the historical continuity of Indian foreign policy, the impact of fair trade on economic development, and India and Bangladesh’s need to collaborate in the Sundarbans.

Dharmil Doshi was a Research Assistant at ORF’s Centre for New Economic Diplomacy, where his research spans international commercial law (encompassing treaties and conventions, foreign investments, and supply chains) along with project finance, with a particular emphasis on infrastructure and energy sectors. A practising lawyer, Dharmil has represented clients in various legal forums, including courts and tribunals in commercial litigation matters, particularly arbitration and insolvency. He has contributed to two books: “Multi-Tier Dispute Resolution” with Bloomsbury and a forthcoming book on Public International Law. He is also a global qualifier in the prestigious Phillip C. Jessup Moot on international law and the Willem C. Vis Moot on international commercial arbitration.

Dharminder Singh Kaleka is the co-founder of MovDek Politico LLP, a public affairs strategy firm, and holds a Master’s in Public Policy from the London School of Economics. He serves as Legal Counsel at the Supreme Court of India and as Advisor for External Relations at Closed Door India, with a focus on South Asian and Middle Eastern economies, geopolitics, and development policy.

Dhaval is a Vice President - Platforms and Communities at Observer Research Foundation, Mumbai. His spectrum of work covers diverse topics ranging from urban renewal to international relations. He currently heads research and administrative functions at ORF Mumbai.

Dhaval started his career in Mumbai as a journalist, spending 13 years in both print and electronic media. He has worked with The Daily and The Indian Express before switching over to television news, working in senior editorial positions in Zee News and Sahara Samay. He quit active journalism in 2006 as the Chief of Bureau of Sahara Samay. He later did a two–year stint with Hanmer & Partners (now Hanmer MSL), a public relations and communications consultancy, where he was part of a World Bank consortium handling communications for a consultant appointed by the Municipal Corporation of Greater Mumbai (MCGM) to study and recommend ways to improve the city’s water distribution.

Dheeraj is doctoral candidate in Intelligence Studies at the University of Leicester U.K. My research focuses on the cultures of intelligence and strategic surprises. I have published widely on the topics of counterterrorism intelligence in academic journals security portals and newspapers.

Dr. Dhir Jhingran is the Founder, Managing Trustee and Executive Director of Language and Learning Foundation (LLF), a non-profit working closely with the national and state governments to support systemic reform in primary education at scale.

A former officer of the Indian Administrative Service (IAS), Dr. Jhingran took voluntary retirement after three decades of service to work in education full-time. While serving in the government, Dhir played an instrumental role in policy-making within the Ministry of Education at the national level. He has also served as the Senior Advisor to UNICEF India, Advisor to the Ministry of Education in Nepal, Asia Regional Director and Chief Program Officer with Room to Read.

His contributions extend to the development and implementation of early-grade reading initiatives in various countries across Asia and Africa, as well as the establishment of the first language-based multilingual education programs in several Indian states. Notably, his work focuses on conceptualizing and executing large-scale programs to bring about transformative and sustained improvements in the quality of school education.

As a member of the National Steering Committee for the development of the National Curriculum Framework (NCF), he actively participates in shaping the educational landscape of India. Dr. Dhir Jhingran has authored three empirically-researched books on primary education, and has contributed his expertise to numerous books and journals. He holds a Master’s degree in Economics and a PhD in Education.  He also conducts an education module at the Lal Bahadur Shastri National Academy of Administration, Mussoorie for IAS officers at different stages in their careers.

Dhriti Pathak is a Climate Change Analyst with the World Bank’s South Asia Region Climate Team. With the primary focus of her work being around adaptation and financing for adaptation, she also works with the team on mainstreaming climate action within the Bank’s agenda.
