The Parliament’s Standing Committee on Defence has recently examined the Union Budget for the Ministry of Defence 2018-19. The total allocation of Rs 404,365 crore amounts to 16.6% of the total government expenditure — it is 2.16% of the GDP. The capital budget of the Ministry of Rs 93,982 crore is 33% of the total capital expenditure of the government. Yet, all three Services have complained that their allocations are well below their projected requirements.

This half-day workshop explored the restructuring and reform of the Services, as well as their management and manpower policies.
