The Indo-Pacific is witnessing a rebalancing of power relations as well as new forms of convergence of interests as countries around the world begin to come to terms with the requirements for the preservation of a rules-based global order. Despite their different geographies, Japan, India and France are democracies with shared geopolitical interests in the Indo-Pacific. This justifies the three countries’ exploring new opportunities for trilateral collaboration, especially in the context of maritime security and digital connectivity.

Organised jointly by the three countries, this workshop stands to find synergies in mutual interesting domains and promote effective modes of trilateral partnership towards a rules-based, inclusive, and prosperous Indo-Pacific region.

This workshop is being help in partnership with the embassies of Japan and France in India.


Programme

Introductory remarks

Session 1 | Maritime security

Despite different geographies, can India, Japan and France find synergies in the maritime domain? This session will examine conventional and non-conventional maritime threats and their geographies, respective policies and capacities of the three countries in identifying where capacity building initiatives are most needed.

Session 2 | Digital connectivity

This session will tackle the need for sustainable and rules-based connectivity with a focus on digital issues. How to find the right balance between security, free flow of data and respect for privacy — in ensuring prosperity and stability? What criteria should drive the deployment of 5G infrastructure? What role the G20 and multilateral institutions should play to shape a rules-based digital governance?
