Prime Minister Narendra Modi’s ‘Neighbourhood First’ initiative, and of inviting leaders from all nations in South Asia, aimed at giving a new dimension not only to India's neighbourhood relations, but also for island neighbours like Sri Lanka and Maldives. However, there is a concern that the government has been devoting more time to its western and eastern land neighbours than those in the larger Indian Ocean neighbourhood, across the deep south.

PM Modi became the first Indian PM to visit Sri Lanka in twenty seven years. There has also been a change of government in Sri Lanka during this time.

This discussion will explore what has changed two and half years since the ‘Neighbourhood First’ initiative — domestic political situations and bilateral relations between India and its neighbours.
