This workshop is designed to shape a Strategic Urban Resilience Framework (SURF) for the city, grounded in Agra’s unique context and future aspirations. Implementation of Climate Action Plans and Resilience Action Plans often lags due to weak institutionalization, siloed departmental functioning, and limited capacities. The SURF Framework bridges the gap between plan creation and on-ground implementation.
The workshop will explore Agra’s current challenges, resilience domains, and entry pathways to embed resilience in urban development in Agra. The day-long workshop will unfold across three core sessions.
Each session opens with a 30‑minute expert panel, then moves into a 60‑minute roundtable guided by targeted questions. The expert panel will involve three speakers who will make framing interventions of around 5-7 minutes each.

The final session focuses on identifying practical entry points for implementation. It will pinpoint strategic synergies between the SURF and Agra’s existing initiatives to maximise impact.
