Water scarcity was identified as the highest-impact risk by the World Economic Forum in 2015. Conflicts over water, triggered by this scarcity, can emerge at varying scales and different jurisdictional units. These may even operate at sub-national levels: in states, provinces and prefectures.
This workshop will comprise of discussions on two books: Subnational Hydropolitics: Conflict, Cooperation, and Institution-Building in Shared River Basins (Oxford University Press, 2018) by Scott Moore and Conflict over Cauvery Waters: Imperatives for Innovative Policy Options (Observer Research Foundation, 2018) by Nilanjan Ghosh, Jayanta Bandyopadhyay and Jaya Thakur.
The workshop will introduce the underlying principles of water governance at sub-national levels — thereby attempting to declutter the processes of conflict and cooperation over shared water resource.
