About the Training Course

The University of California Institute on Global Conflict and Cooperation (IGCC) in partnership with the Observer Research Foundation (ORF) is hosting a training programme led by IGCC Director, Prof. Tai Ming Cheung, to shed light on the geo-strategic, national security, and economic dimensions of the rise of the People’s Republic of China (PRC) as a global innovation and industrial power and the implications for the world, in general, and India, in particular. The four-day training course will cover a wide assortment of topics ranging from China’s efforts to integrate its military and civilian economies through its military-civil fusion (MCF) strategy to Chinese innovation and industrialisation development efforts that include civilian, defence, and dual-use sectors. By unpacking these topics, the course helps participants gain a robust understanding of the goals of the PRC’s MCF system, the implications and risks to their country, and best practices on steps needed to protect their emerging technology enterprise.

Requirements for Training Participants

This multi-day course is for junior and mid-career policy practitioners, business executives, analysts and other professionals from government, national security, and military agencies, as well as the private sector, academia, and think tanks. This course is designed for entities who are strategically important to the country’s techno-security apparatus and whose work responsibilities cover areas such as research security, cybersecurity, risk management, and supply chain resilience.

Programme Instructors

Tai Ming Cheung is the director of the University of California Institute on Global Conflict and Cooperation and a professor at the School of Global Policy and Strategy at UC San Diego, where he teaches courses on international relations and national security of China and Chinese security and technology policy. His area of expertise includes China’s efforts to become a world-class science and technology power, and the relationship between geoeconomics, innovation, and national security. Professor Cheung is a long-time analyst of Chinese and East Asian defence and national security affairs, especially defence economic, industrial and science, and technological issues.

Barry Naughton co-leads the IGCC programme on Chinese science, technology, innovation, and industrial policy. He is the Sokwanlok Chair of Chinese International Affairs at the School of Global Policy and Strategy at UC San Diego, and one of the world’s most highly respected economists working on China. He is an authority on the Chinese economy with an emphasis on issues relating to industry, trade, finance, and China’s transition to a market economy.
