The multilateral system is facing severe strain due to intensifying great-power rivalries, ongoing military conflicts, outdated governance models, and a growing preference for unilateral action. As a result, multilateral institutions have lost credibility and effectiveness, and shrinking budgets—including cuts to national contributions—have further weakened their capacity to operate. In this environment, countries are increasingly seeking alternatives and turning toward plurilateralism, where smaller groups of states collaborate on targeted, issue-specific agendas. Although India participates in several such plurilateral initiatives, it remains one of the strongest advocates for “reformed multilateralism”.
