This roundtable marks the inception convening of ORF’s work on state-led energy transitions under the Viksit Bharat 2047 framework. As India scales clean energy, the transition will be shaped by states’ differing starting points—legacy infrastructure, coal dependence, grid readiness, and the financial health of distribution utilities—alongside their authority over land, tariffs, and enabling policies. The discussion will explore practical state pathways, including the role of renewable energy round-the-clock (RE-RTC) solutions, and will contribute to a state-driven roadmap for enabling reliable, affordable clean power that supports growth and competitiveness.
