As part of its policies to drive the net-zero transition, the EU has established the Carbon Border Adjustment
Mechanism (EU CBAM): a first-of-a-kind combination climate standard and trade measure, which has
important global effects. The EU CBAM is coming into force on a rolling basis during 2023-27. Meanwhile, other
jurisdictions are preparing additional border carbon adjustment regimes.
Emerging markets and developing economies (EMDEs) argue that such internationally impactful climate
policies need consultation, especially regarding the impacts on development inequalities and small and
medium enterprises (SMEs).
Taking the steel sector as a key case study, the roundtable will explore Indian stakeholders’ views about the EU
CBAM, its key pain points and important information gaps about its impact. The roundtable will situate these
issues in the context of the wider EU-India negotiations on a free trade agreement and a new strategic
agreement, both expected to be concluded by the end of the year. It will also explore some potential realistic
policy options which might enable the CBAM to be both effective and fair in the Indian context.
The roundtable will be chaired by Prof. Dr Mohan Kumar, Dean of Strategic and International Initiatives, Jindal
Global Centre for G20 Studies, former India Ambassador to France including during the UN Paris Agreement
negotiations in 2015, and a former lead GATT and WTO negotiator.
Each session will start with a short presentation, followed by general discussion. Participation is by invitation
only, and the discussion will be held under Chatham House rules.
