Conversation with Lt Gen Hitesh Bhalla, General Officer in Command, 14 Corps

The Observer Research Foundation (ORF) is convening a closed-door interaction with Lt Gen Hitesh Bhalla, General Officer in Command, 14 Corps, to deliberate on the evolving triangular dynamics between India, China, and Pakistan, and their implications for India’s security posture.

The discussion will examine the deepening collusivity between Beijing and Islamabad, which continues to shape India’s threat perceptions along both the western and northern frontiers. In particular, the session will highlight how this axis influences military posturing, information campaigns, and strategic manoeuvring in contested domains.

The conversation will further explore India’s emergence in the domain of grey zone warfare, where state competition increasingly plays out through information operations, cyber intrusions, economic coercion, and covert means short of conventional conflict. With adversaries blurring the line between peace and war, India’s ability to anticipate and counter these challenges has become critical.

Finally, the dialogue will reflect on India’s adaptation to emerging technologies in defence preparedness from surveillance and precision systems to cyber and space capabilities—and the institutional shifts required to integrate these tools effectively. The session seeks to provide a forward-looking assessment of how India can navigate collusive threats while building resilience and deterrence across multiple domains.
