India and China appear to offer similar opportunities to Africa with thousands of short-term training courses, and large number of government scholarships. But what of their soft power offerings through the Confucius Institutes and Indian cultural centres? What is the scale of self-finance study in India and China?

The seminar will examine these questions, and the forms cooperation that can be achieved through non-governmental organisations and the private sector.

Kenneth King is Visiting International Fellow at IDSA New Delhi and Professor Emeritus at the University of Edinburgh.

Pravina King  was formerly with the Centre for African Studies, University of Edinburgh.
