'Issues relating to Cauvery water-sharing' has been agitated, in courts, on the streets and also politically, otherwise, both in the State capitals, respective delta areas and also the national capital of Delhi, for decades now. Though the Cauvery Water Tribunal, appointed under an Act of Parliament and upheld by the Apex Court, has awarded water-sharing formula, and also a scheme for implementation, they are all still caught in court cases and political discussions and academic/media discourses. The idea is to travel back and forth to study the issue from a perspective aimed at proposing solutions that are at once purposeful and implementable on the ground.

S Ranganathan is the General Secretary of the Tamil Nadu Cauvery Delta Farmers Association, was the original petitioner in the early cases agitated in the Supreme Court. Prof Janakarajan is a Professional Consultant at MIDS, and has worked and written extensively on Cauvery water-sharing and other river water issues.
