The ATT has finally been adopted. But it remains to be seen if the treaty could really be implemented as major players like China, India, Russia have not favoured it. Even the US could find it difficult to ratify ATT back home despite voting in its favour.

It were thousands of village pradhans who had to be "empowered" as the nodal points most in contact with the people. Legislators and policy makers have to develop institutional mechanisms to liaise with the Pradhans who implement policy at the village level.

Russia's response to new missile defence plans of the US points to Moscow's continued distrust of Washington. However, Moscow and Washington have announced a meeting to discuss the new missile deployment plans in Moscow in late May this year. Perhaps, a breakthrough is still possible.

China as the leader of the pack will use BRICS for control and dominance. The West will see this as a threat to existing arrangements and try to pull it down before it takes off. Indian presence will remain weak so long as our economic reforms and progress remain slow and our internal political and policy frameworks remain uncertain.

In the coming Pakistan elections, the PPP cannot be written off because it has substantial pockets of support across various provinces. But it deserves some sympathy. Asif Zardari has not had an easy time with the media which had deemed him corrupt from day one or the judiciary and the military which have foiled all his efforts to come up with bold policies.
 
Reviving Assam silk industry: Few suggestions

The government should establish a price regulation mechanism for the Assam silk weavers so that the small traders are not exploited. This can be done by setting up a Silk Auction Board on the lines of the Tea Auction Board. This will also make Assam silk a large global brand like the tea industry and transform it into a modern industry ensuing competition at the global level.
