As the debate on Climate Change (CC) mitigation gets
serious major developing countries like China, India,
and Brazil among others will need to deploy nationally
appropriate mitigation action. A previous paper
("Climate Change and the Energy Challenge: A Pragmatic
Approach for India") outlined a framework that enables
to identify viable technological options for CC
mitigation in the Indian context. It also applied that
framework to suggest concrete areas of action (broadly,
electricity reforms, power-plant efficiency, and
advanced cookstoves). This paper goes a step further and
suggests specific policies and institutional mechanisms
that will be efficient in deploying the viable options.
The paper also discusses how the extra cost of taking
these actions will be paid for, for example the
applicability of CDM or sectoral financing approaches to
the different options.
