It is one of the most tragic ironies of climate change
that the ones damaging the environment the least are the
ones getting affected the most. One could assume that
the international negotiations on climate change would
focus on global justice and historical responsibility.
How the poor countries will obtain resources to enable
them to take actions against climate change has been a
main question since the founding of the climate
convention. Based on the convention, different proposals
have been presented how resources could be generated and
transferred to the poor countries. Significant changes
also need to be made to different parts of EU policy
making, and it is important to identify an appropriate
approach for the European Union for the coming
international negotiations.
